TOWN OF WINTER

MEETING MINUTES					 AUGUST 14, 2013

A regular meeting of the Town of Winter Board of Supervisors was
called to order by Chairman James Genrich at 7:00 P.M.  Present were
supervisors David Kinsley, Helen Dennis, Clerk Treasurer Lori Van
Winkle and 13 citizens.  The Pledge of Allegiance was recited;
Chairman Genrich welcomed everyone and stated if anyone had questions
to please raise your hand to be given an opportunity to speak.

Motion by David Kinsley, second by Helen Dennis to approve the agenda,
motion carried.

Motion by Helen Dennis, second by David Kinsley to approve the meeting
minutes of July 10th and July 12, 2013, motion carried.

License / Zoning:  2 operator licenses were presented for approval. 
Proof of responsible beverage class has not been received for one of
them; all other requirements have been met. Motion by David Kinsley,
second by Helen Dennis to approve issuance for the one who’s met all
requirements and approved the other license contingent upon receipt of
her proof of responsible beverage class, motion carried.  The board
allowed 21 days for her to get the information to us.

4 Land use permits in Town of Winter were issued by county this month,
total value approximately $77,000.00.  

Highway / Road Report:  Chairman Genrich asked David Martin to give a
report on what’s been done the past month.   Dave stated they have
completed ditching work on Cemetery and Sitte Roads.  Completed
graveling work on West Barber, Cornwall and Rathke roads.  Also did
some ditching and repair of trouble spots on Thorsen Road and have
done mowing work on several roads. Because of growth, they did 4
passes on the Federal Forest Roads and West Barber Road, all roads are
looking nice.

Unfinished Business:  Helen Dennis spoke regarding the WTA meeting she
recently attended where Emergency Management director Pat Sanchez
spoke in more detail on Municipal Emergency preparedness.  In the
event of Flooding, Tornado etc. do we have a safe place and who would
be in command and what are the steps for recovery efforts etc.  Helen
was also given an opportunity to take 3 FEMA classes to prepare for
these types of emergencies; she has passed 2 of them and working on
the third one now.  She added that Pat Sanchez was willing to assist
in any way she can.  The Town is currently working on completion of a
plan for our town.  

New Business:    The Town of Winter has a vacancy to fill on the
Library Board, Mary Ann Andrews has offered to take this position,
motion by David Kinsley, second by Helen Dennis to approve appointing
Mary Ann Andrews to the Library Board representing the Town of Winter,
motion carried.
Blacktop proposals were advertised, one proposal was received from
Monarch Paving, their representative was here prior to the meeting and
a discussion took place regarding what we expected for a price and
what they proposed, the rep was advised to review the proposal and
report back tomorrow morning.  Roads we would like to blacktop this
year are West Barber, Cornwall, Turcotte and approximately a 1 mile
stretch of wedge on Barker Lake Road.  We are hopeful to get a better
price than what was proposed, chairman Genrich asked that we approve
the blacktop proposal as given, contingent on the price we were
expecting to pay so we can get started on the blacktop work before it
gets too late in the season.  Motion by Helen Dennis, second by David
Kinsley to approve the blacktop proposal contingent on the prices we
expected, motion carried.  

The Town received 2 Gravel Crushing proposals;  Randy Mancel of Rice
Lake, WI, for 6500 yards, cost of $3.00 per yard, total of $19,500.00.
 Petrie Crushing of Ojibwa, WI, for 6500 yards, cost of $2.99 per
yard, total of $19,435.00.   Total difference of $65.00.  Helen
mentioned that from what Mr.  Mancel stated, he measures by pile not
by scale.  Chairman Genrich stated going with the lowest bid would be
Petrie, motion by David Kinsley, second by Helen Dennis to approve the
gravel crushing through Petrie Crushing of Ojibwa, WI, upon receiving
proof of his liability insurance, motion carried.  Petrie stated he
could begin crushing toward the end of the month.

Gary Gedhart Sawyer County Highway Department commission spoke with
Chairman Genrich regarding the Hanson Road Bridge; he stated it is the
worst bridge in Sawyer County, rated at less than 35%.   Earliest it
can be replaced is 2017, cost for replacement will be approximately
$500,000.00 of which federal will pay 80%, County 10% and Town 10%. 
In our budget process we will need to allow funds for this project. 
An alternate travel route will also be needed.

Correspondence / Contacts:    Information was received from Northwest
Regional Planning regarding housing projects and or home improvements;
it was the same information that was published in the local newspaper.
 If anyone needs assistance they can contact us for more information.

Helen Dennis received a call today advising her that on Saturday there
will be a Little League Team versus their parents’ ball game, the
sportsman’s club will be providing charcoal chicken and part of the
proceeds will be donated to the team.  The purpose of the call was to
inquire about the use of the Towns bathrooms.  Helen stated she would
be here for the event and would monitor things and asked if the board
would be ok with this.  There were no objections to this, the office
door will be locked and they could use the rear entrance to the
building.  

Approval of Disbursements:   There was one item on the disbursements
that will be voided, Check # 16051 for $11.00 to Fabco equipment. 
This was an error where the company charged a freight fee to us on
freight that was not ours, a correction is now being processed and the
check will be voided.  Motion by David Kinsley, second by Helen Dennis
to approve the disbursements as presented with the exception of check
# 16051, check # 16048 through check # 16066 in the amount of
$21,062.82 was approved, motion carried.  Account Balances as of July
31, 2013 – General Account $44,477.35, MMA Savings Account
$116,389.11, LGIP Machinery Account $.10, LGIP General Account
$82,789.15.

Chairman Genrich mentioned that open book was today and board of
review will be held on August 29, 2013.  There were no audience
concerns.  Next meeting date was set for September 11, 2013. There
being no further business to discuss, motion by Helen Dennis,second by
David Kinsley to adjourn, motion carried.
