TOWN OF WINTER MEETING MINUTES DECEMBER 12, 2012 A regular meeting of the Town of Winter Board of Supervisors was called to order by Chairman James Genrich at 7:00 p.m. Present were supervisors Helen Dennis and David Kinsley, clerk-treasurer Lori Van Winkle and 2 citizens. The Pledge of Allegiance was recited. Chairman Genrich welcomed everyone. Motion by David Kinsley, second by Helen Dennis to approve the agenda, motion carried. Motion by Helen Dennis, second by David Kinsley to approve the meeting minutes from November 14, 2012, motion carried. License / Zoning: An operator license for Ann Gisvold for The Cabin at Connors Lake was presented, motion by David Kinsley, second by Helen Dennis to approve the operator license for Ann Gisvold, motion carried. Highway / Roads: The crew is now hauling Salt/Sand from Rusk County and it has proven to be quite economical compared to the cost of having it hauled up here for us. The crew has done road work on Old J from the Thornapple to the County Line. David Kinsley commented that we have been monitoring the WI Surplus website for items that may useful to the town. Chairman Genrich added that we recently purchased a 4 in 1 bucket that functions as a scraper, loader bucket, it has hydraulics that allow the center to open for picking up large items etc. New these would cost between $12,000. - $14,000. Used between $4500. - $7000. We were able to purchase this bucket through the online auction for $1150.00 from Walworth County. We are now watching some brushes for cleaning the roads, the auction ends on the 19th and if we can get a good deal we will go ahead on those too. Unfinished Business: November 15, 2012 the voters approved the 2013 Budget in the amount of $1,028,527.00, we have not made any changes and now the Town Board will need to also approve the 2013 Budget. Motion by Helen Dennis, second by David Kinsley to approve the 2013 Budget in the amount of $1,028,527.00, motion carried. New Business: Fund Balance Policy GASB 54, This item is not on the agenda as the information was received late and we will take no action on it at this meeting except to review what it is (copies of the information was given to board members). We’ve reviewed this with the Towns auditor and he provided information for the board members to review and act on it at our January 2013 meeting. This was a requirement as of March of 2009 and currently the town does not have this. It is a Resolution to comply with Government Accounting Standards with regard to fund balances and appointment of authority necessary to assign fund balances. It was decided that rather than assign one person as the authoritive person, we would prefer to list it as the board members this way it involves the entire board, everyone was in agreement with this, we will prepare the resolution for approval at the January 2013 meeting. Chairman Genrich stated he had no further business to discuss and asked the board if anyone had anything else to discuss. David Kinsley asked if Helen could bring the board up to date about what is happening with the Library. Helen Dennis stated that 2 hours before their December Library Board meeting they were presented with a letter from Village Clerk Jean Suralski that as of December 31, 2012, she would no longer be taking care of the financial records of the library. Discussion followed; Helen stated the library board provided a response to the Village which will be discussed at their Village Board meeting on Thursday December 13, 2012. Chairman Genrich thanked Helen asked Helen to keep the board informed. Chairman Genrich reviewed some of the figures of our budget to determine where we stood; we are in pretty good shape. We’ve seen a drastic drop in expenses related to parts etc, which David Kinsley stated can be contributed to the new trucks, we are not spending just to keep things running and Helen Dennis added that also involves man hours for repairing too. We’ve crushed more gravel than we expected to but the price was right and we have a good supply now. Our new accounting program is working well we are very pleased with it. Correspondence / Contacts: We received a call from Lisa Windsor to say thank you to Helen Dennis for her prompt response to their road problem and thanks to the town for their prompt services; it was greatly appreciated. Approval of Disbursements: Motion by Helen Dennis, second by David Kinsley to approve the disbursements as presented, motion carried. Check # 15561 through 15592 in the amount of $24,990.73. Account balances as of November 30, 2012 – General Account $11,337.21, MMA Saving Account $25,774.85, LGIP Machinery Account $4,885.17, LGIP General Account $103,675.04, Grand Total $145,672.27.
