TOWN OF WINTER

MONTHLY MEETING
                                                 FEBRUARY 8, 2012

A regular monthly meeting of the Town of Winter Board of Supervisors
was called to order on February 8, 2012 at 7:00 P.M. by Chairman James
Genrich.  Present were Supervisors David Kinsley and Helen Dennis,
Clerk Lori Van Winkle and 11 citizens.  Chairman Genrich welcomed
everyone; the pledge of allegiance was recited.  Motion by David
Kinsley, seconded by Helen Dennis to approve the agenda as presented,
motion carried.

Motion by Helen Dennis, seconded by David Kinsley to approve the
meeting minutes from January 11, 2012 and January 27, 2012, motion
carried.

License/Zoning: A letter was received from Peoples National Bank
regarding the transfer of Liquor License from Whitney’s Wolfs Den to
Peoples National Bank.  The court order states the license remains
with the owners of the property, upon the sale of the property the
license will be transferred from the Bank to the new owners.  Motion
by David Kinsley, seconded by Helen Dennis to approve the transfer of
liquor license, motion carried.

Highway/Road Reports: A request was received this week from a Beer
Distributor requesting an exemption from the road weight limits in the
spring for delivery from HWY 70 to the Rustic Inn, he stated his
company was always given an exemption in past years.  Chairman Genrich
did not agree to an exemption as he wanted to discuss this further
with the other board members first.   The board plans to contact this
company and other service related (Septic, Gas, Waste, etc.) to inform
them that weight limits will be enforced and they should be
considering alternative options with their customers.

Unfinished Business:  Fact sheets related to the purchase of new
trucks for the town
have been prepared for the public to review and are available tonight
too. Trucks being considered are International, Peterbuilt, Kenworth
and Western Star.  Freightliners proposal was rejected as it did not
meet the specs required.  The fact sheets include a breakdown for each
truck with cost per truck, trade in prices allowed, the cost of the
plows and wings, cost of the dump boxes and extended warranties.  
Final Cost per unit, International $129,223.50, Kenworth $121,628.50,
Peterbuilt $122,724.50 and Western Star $144,985.00.  Helen Dennis
expressed that she has done her research, she and David Martin had
test driven Kenworths in Superior a few weeks ago, she was most
impressed with the Kenworth truck adding they are priced the lowest on
our proposals and they retain their values well.    David Kinsley
stated in addition to Helens comments and taking into consideration
the opinions of our three town crewmen and it being priced right, it
seems to be the logical choice.  Chairman Genrich states that he also
feels the Kenworth is the best choice, it is the best value for the
dollars, priced the lowest of our proposals and trade in values will
remain high.  A question from the audience was asked regarding the
Kenworth total cost price per unit, does this include everything? 
 Chairman Genrich replied it includes everything, the truck, the box,
the plows everything, it will be a brand new unit ready to go. 
Another question was asked to if the board could explain again their
financial plan for paying for the trucks? 
Chairman Genrich explained he has spoken with Chippewa Valley Bank and
they agreed to finance $200,000.00 for the trucks and with our current
and future budgeting, feels we will most likely pay them off in 2
years and still have remaining warranty left.  We would be applying a
down payment of approximately $43,000.00 and financing $200,000.00. 
Another comment from the audience complimented the board on a good job
done with the first hand information, the research done and the
summary prepared for the public so the public could understand how
things are being done.

Motion was made by Helen Dennis, seconded by David Kinsley to purchase
the Kenworth Trucks and Monroe Trucking front end plows, patrol wings
and dump boxes,
Motion carried.   Chairman Genrich thanked the public for
participation in the truck purchase review and our crew members for
their research, opinions and recommendations regarding the trucks and
equipment.  The trucks will probably not arrive until June 2012. 

Chairman Genrich reported that property taxes were due yesterday
2-7-12 and Lori (treasurer) finalized the tax summaries today and he
was proud to report that everything balanced to the penny.     

Chairman Genrich updated the status on the 2010 Flood Damage; the
final report was signed this morning to submit to the state for
payment.  The final amount submitted for payment is $79,250.06, which
is approximately $27,000.00 less than budgeted for; but considering
everything that had to be redone, we are pleased with this amount.

County Supervisor Report- Warren Johnson stated they are trying to get
more squads on the roads with part time deputies and restore funding
for tribal deputies.  There has been some interest in FRAC sand mining
recently so they are updating their non metallic mining ordinance.  A
new zoning matter that will likely cause some controversy is with
Treelands Resort proposing a 150 unit RV Park on the north side of B. 
Economy is way down, January Sales tax report was $84,000.00 compared
to last year at $96,000.00.  The lowest ever in past 10 years was at
$86,000.00.  They have spent a lot of time working on the year end
accounting and auditing costs.  When he (Warren) started several years
ago, they were spending over $70,000.00 for these costs, they reduced
it to $60,000.00 and at the last board meeting they attempted to
approve a contract for the 2011 accounting and auditing not to exceed
$54,750.00 and they had opposition to it, however it was passed.   
They want to keep it local when they can but they also have to get the
best deal for the county.  Also a reminder with redistricting; people
North of B who have always been Ward II will now be Ward I.  People
between B and 70 will still be Ward I and people south of 70 will now
be Ward II.  Keep this in mind when you come to vote.  

Chairman Genrich stated the town had submitted the County Culvert aid
applications from 2007, 2008, 2009 and 2010. The county board approved
them and payment was received already and we appreciated that.  County
Supervisor Johnson stated that they did not approve them recently that
they were approved when submitted in the budget and the money has
actually been sitting there each budget year and it has caused
problems with the auditor as extra entries because the money was not
spent when it was suppose to be.  Chairman Genrich replied that things
are all up to date now and we have 2 more to submit for this past year
when the black top work is done.

Correspondence / Contracts:  The Federal Surplus Program has suffered
in the economy.  The State of MN is organizing associate members to
the program.  They are requesting an annual association membership fee
of $39.00 to be part of the National Association of State Agencies for
surplus property.  The town has purchased through this program on
several occasions and has saved thousands of dollars.  Motion by David
Kinsley, seconded by Helen Dennis to join the association and pay the
$39.00 annual fee, motion carried.

Sawyer County Health and Human Services is holding a Seminar, Julia
Sherman will be speaking with focus on regional festival policies,
license renewal policies and county specific concerns related to
serving alcohol.  Since the Towns are the policy makers for these
events, they are encouraging board member attendance.  There is no
cost, the seminars will take place on February 28, 2012 in Radisson
and Spooner, at this time Jim and Lori will be attending, Helen and
David will get back to Lori if they are able to attend.

Because of changes in the law for Board of Review we now need at least
2 people to be recertified for Board of Review.  WTA is offering
classes (Friday) March 30, 2012 in Stetsonville, WI cost is $40.00 per
person.  Chairman Genrich and Lori plan to attend this training.  
Motion by David Kinsley, seconded by Helen Dennis to approve the
training March 30, 2012 at Stetsonville, motion carried.

Our town crew will be attending the Diggers Hotline training seminar
on March 14, 2012, no cost involved.  Also, MSHA (required training
for town crew) $50.00 each, will be held at Rusk County Highway Dept. 
First Aid, Law Changes, etc. motion by Helen Dennis, seconded by David
Kinsley to approve the training for Diggers Hotline and MSHA for the
town crew workers, motion carried.

Disbursements: Motion by David Kinsley, seconded by Helen Dennis to
approve the disbursements as presented February 8, 2012 in the amount
of $28,349.34, motion carried.

Tom from Monroe Trucking was in the audience and thanked the town and
said he looks forward to working with the crew and board on the
equipment for the town.

Next meeting date was set for March 14, 2012.  

There being no further business, motion by Helen Dennis, seconded by
