MEETING MINUTES                                                       
                                JULY 8, 2015

A regular meeting of the Town of Winter Board of Supervisors was
called to order at 7:00 p.m. by Chairman David Kinsley.  Present were
board members Ronald Barnaby and Terry Patenaude, clerk-treasurer Lori
Van Winkle and 1 audience member.  The Pledge of Allegiance was

Motion by Ronald Barnaby second by Terry Patenaude to approve the
agenda as presented, motion carried.

Motion by Ronald Barnaby second by Terry Patenaude to approve the
meeting minutes from June 10, 2015 as presented, motion carried.

License / Zoning:  The conditional use permit for Tod Torgerson was
tabled to August meeting as the county has this scheduled for August. 
Discussion regarding the Park Model description was also tabled as the
county has not taken action on this yet.

Highway / Road Report:  Chairman Kinsley stated Blacktop work will
begin tomorrow and the crew will be doing patch work on Old 70.  Town
of Radisson will be crushing gravel in Stroufs pit, so our crew has
been hauling our crushed out before Radisson begins.  Mowing is being
done on Town roads.  A town road off West Lane is being shaped up. 
Plans are to move to Slattery Road then down to West Lane to finish up
work down there and if time permits they will continue with ditching
work on Tower Road.  Terry Patenaude asked if they will be seeding and
mulching the ditched area on Bauer Road on the West end.  He also
stated Dobbert Road sign is missing.  Terry also mentioned a driveway
on Bauer road where the property owner had concerns with the blacktop
and wanted it cut back, stating it would be too steep of a jump to
quickly to get up onto the blacktop.   Chairman Kinsley replied he’d
discussed this with David Martin and Monarch had already taken care of
this.   Chairman Kinsley advised that David Martin had asked him and
beginning Monday Bryan Kinsley will be working with Jim Wiley next
week doing the finishing work on the driveways on the roads that have
been blacktopped and he will have them seed and mulch the west end of
Bauer Road too.

Crack sealing update:  The proposal received with all roads included
totaled $35,927.00. Terry Patenaude stated he’s reviewed the list and
removed several of the roads that could be put off until next year and
ended up at $14,400.00.  Ron Barnaby asked if there were any funds
from other categories that could be used to possibly do a few more of
the roads.  We budgeted $15,000.00 for crack sealing, however Chairman
Kinsley stated after reviewing the 6 month budget figures, we are
under budget in some areas and our revenues are up a little and he
would be comfortable around $20,000.00 for crack sealing.  It was
decided to crack seal Price Dam Road from W to end of pavement, Old
Hwy 70 from Keehn Road to end of pavement, Tower Road from Lake Winter
Road to Butler Road, Strom Road from Lake Winter Road to the end of
the road, Cornwall Road from Malm Road to W Barber Road, W Barber Road
from Hwy B to the end of the road and Clayton Road from Canestorp Road
to the end of the road, total $17,801.00.  Terry Patenaude asked if
they had extra about possibly doing some on Lake Winter Road in the
flats area.  It was discussed with crack sealing it is typical to have
over run so they would have to wait to determine that.    Motion was
made by David Kinsley to crack seal the roads mentioned, second by
Terry Patenaude, motion carried.  

Connors Lake Property Line discrepancy update:  Lori has discussed and
provided our assessor maps of the property line disputes, our assessor
expressed that it is not his responsibility to order an assessors plat
in this situation and feels the best route is with the property
owner’s petition.  Lori spoke with Larry Nelson at Heart of the North
Surveying as well and Larry said they would pursue it by petition
then.  Lori received a telephone call from one of the owners
expressing she had received a letter from Lori and she had questions,
after further discussion, it was determined this was a letter drafted
and sent by Heart of the North surveyors to all the property owners
involved requesting they sign and return it to the Town in an effort
to petition the Town to order an assessors plat.  The owner advised
Lori she was not signing anything related to this until she knew what
it was going to cost her.  Lori advised the property owner that she
was not able to offer any costs since the surveyors could not provide
the Town any of the costs when it was discussed at the Town meeting in
May.  Lori apologized for not being able to provide more information
and advised the owner to contact Larry Nelson at Heart of the North
for more information on it.

Snow Plow Contract updates:  Lori provided a copy of the revised
contract with the changes to $3.00 per minute and $25.00 minimum
charge and the additional statement that the Town will not be
responsible for damages to lawns, driveways etc. and stated the
contracts and bills have all been sent out and quite a few returned
already.   Terry Patenaude asked if we should add something to the
contract regarding priorities, meaning that roads will be plowed first
etc.  Lori replied that she believed most people are aware of this
already and any new contracts that have been established since she has
been in office; it has been fully explained to the people.  Lori did
add that we have received numerous thank you notes and cards thanking
the Town for the decision to continue to plow driveways.

New Business:  None

Correspondence and Contacts:  Chairman Kinsley stated there were 3
land use permits issued.  Towns Association has emailed information
regarding prevailing wage.  Peoples Bank advised they have sold
Whitney’s Wolfs Den and will not be renewing the liquor license;
therefore the town retains the license.  Open Book is July 17, 2015
from 9 to 11 am and Board of Review is July 23, 2015 from 2 to 4 pm. 
Lori added the tax roll is complete and balanced.  Any changes will be
reported after open book.  

Approval of Disbursements:  There were no questions regarding the
disbursements, motion by Ronald Barnaby, second by David Kinsley to
approve the disbursements as presented, motion carried.  Check # 17256
through 17271 was approved in the amount of $14,893.33.  Account
balances 6-30-15 General Checking $2,433.99, MMA Account balance
$213,380.45, LGIP account balance $219,678.00.

Board Concerns:  None

Next meeting date was set for August 12, 2015.

Convene to Closed Session Pursuant to WI Statute 19.85 (1) (c)
Considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental
body has jurisdiction or exercises responsibility.  Motion by David
Kinsley, second by Terry Patenaude for roll call vote to move to
closed session:  Ronald Barnaby yes, Terry Patenaude yes, David
Kinsley yes, the board moved to closed session.  Chairman Kinsley
stated this session was for discussion only and no decisions will be
made.  Motion by Terry Patenaude, second by Ronald Barnaby for a roll
call vote to end closed session and move back to open session, Ronald
Barnaby yes, Terry Patenaude yes, David Kinsley yes, motion carried. 
The board moved back to open session.

Motion by David Kinsley, second by Ronald Barnaby to adjourn the
meeting, motion carried.
