TOWN OF WINTER

MONTHLY MEETING                                          MARCH 14,
2012

A regular monthly meeting of the Town of Winter Board of Supervisors
was called to order on March 14, 2012 at 7:00 P.M. by Chairman James
Genrich.  Present were Supervisors David Kinsley and Helen Dennis,
Clerk Lori Van Winkle and 11 citizens.
Motion by David Kinsley, seconded by Helen Dennis to approve the
agenda as presented, motion carried.

Motion by Helen Dennis, seconded by David Kinsley to approve the
meeting minutes from February 8, 2012 regular meeting and special
meeting, motion carried.

There were no licenses or zoning issues to discuss.

Highway/Road Reports:  Road Bans went into effect on March 12, 2012
and will remain in effect until conditions warrant removing them.  

Unfinished Business:  Chairman Genrich explained at the Towns November
2011  meeting, Harvest of Friends Food Pantry was discussed and it was
a majority vote NOT to make a donation, the public felt it was a
personal choice to donate and not to use tax payer dollars. It was
tabled to review it again in March 2012.  Chairman Genrich asked if
there were any in favor of making a donation, by show of hands, none
were in favor of making a donation.

New Business:  The Town received the annual letter of engagement from
CliftonLarsonAllen auditors for the 2011 audit; their fee is
approximately $5450.00.  They have done the Town audit for several
years, Chairman Genrich made a recommendation that the Town continue
with them for the 2011 audit due to the change in administration that
took place in April 2011.  Motion by Helen Dennis, seconded by David
Kinsley to approve CliftonLarsonAllen for the 2011 town audit, motion
carried.

Eagle Audit and Accounting LLC, Rob Biller expressed interest in
completing our Town audit, he does only governmental type auditing,
currently has eight school districts and 3 cities.  He was not able to
make it to our meeting tonight due to a previous engagement.  We have
corresponded with him and will offer him information for the 2012
audit.  He has not provided any prices for auditing at this time, but
will offer prices once he has reviewed our information.

Chairman Genrich explained that State Legislation Act 115 was passed;
one part of the act regarding the term of elected officials left
governmental units with a one week gap in government.  Since State
constitution prohibits state legislature from extending or reducing
the terms of local officials they are recommending local governmental
units create an ordinance that will extend elected officials terms one
additional week, to the 3rd Tuesday in April beginning in 2013. 
Motion by David Kinsley, seconded by Helen Dennis to approve an
ordinance to extend the term of elected officials to the 3rd Tuesday
in April beginning in 2013, motion carried.

Chance Haldane representing the ATV club stated at their February
meeting the county approved a new ATV trail on County Highway W from
Price Dam Road to Crawford Street in Winter, WI with a 25 mph speed
limit.  The County does not have ATV ordinances or regulations for
ATVs; therefore the town is required to adopt an ordinance to approve
this.  Motion by Helen Dennis, seconded by David Kinsley to adopt an
ordinance for a new ATV trail on County Highway W from Price Dam Road
to Crawford Street in Winter, WI, motion carried.  Chairman Genrich
states that once signs are posted the ATVs will travel on the road
rather than in the ditch.

Odelia Brubaker has completed required election training to work as an
election official for the town, a motion was made by David Kinsley,
seconded by Helen Dennis to approve Odeila Brubaker as an election
official for the Town of Winter, motion carried.  

County Supervisors report:  Warren Johnson stated they approved the
Tribal Deputy to part time, which gave 5 more shifts to County
deputies.  Treelands RV Park has been postponed to the April meeting;
they have now reduced the number of units from 150 to 75.  Nothing new
to report on Frac Sand mining.  They will be making salary changes for
the County Treasurer, Register of Deeds and County Clerk so they all
have the same salary and county is recommending a 1% salary increase
every 3 years and they will also have to make their own retirement
contributions.  The preliminary budget figures show that even though
stumpage is down $156,000.00 and other revenues are down $50,000.00
they have had enough drop in other expenses that they should still
have a decent surplus account.  

A question was asked of Warren regarding the Tribal Deputy, “How much
is funded by State and County?”  Warren’s response was $42,000.00 by
the state and -0- by the county.  The tribe was not in favor of
funding anything additional and the county is running a tight budget
already which forced this action. 

Helen Dennis asked Warren if there is anything new on the road signs,
name changes.
Warren responded that he feels they are making progress, but have only
reviewed 6 of the 26 pages of duplicate road names.  He feels it will
be quite a while before they finalize everything.

William Voight was in the audience and asked if he could speak? 
William began by announcing the election on April 3rd and he is on the
ballot, Chairman Genrich interrupted him and explained that he could
not allow him to speak further related to the election.  Chairman
Genrich has told the public that there are two county supervisors on
the ballot that are running unopposed and possible write ins.  He also
explained he wanted to avoid any possible conflicts with this
situation.  William was in agreement.

Correspondence and Contacts:  Chairman Genrich explained a letter was
received from the director of the Senior Resource Center, Nancy
Gustafson along with their budget statement in excess of $554,000.
which in his opinion was quite vague in determining how the funds are
distributed.  They are requesting a donation for the Senior Resource
Center.  Chairman Genrich had a discussion with a representative from
the local Winter Senior Center who expressed they would like to see
the funds donated by our town stay in our town and be used to support
our local senior center.  He added that they would like the funds to
be used toward the purchase of LP Gas for the center.  The Town budget
has $600.00 for the Senior Center.  Motion by Helen Dennis, seconded
by David Kinsley to approve the $600.00 donation to our local Winter
Senior Resource Center with the funds  used to pay for the LP Gas at
the local center, motion carried.

A Thank You Note was received from Esther and William Musser for
allowing them to use the building at no cost. The board declined
payment from them as there are other organizations that use the
building without compensation.

Beaver control time is here; The Town received a letter from the USDA
Wildlife Animal Control with a renewal contract for this year from
late April to mid October for $549.00.  Motion by David Kinsley,
seconded by Helen Dennis to approve the USDA Wildlife Animal Control
contract at $549.00, motion carried.  It was agreed that we definitely
get our moneys worth from this program.

A letter was received from the Experience Works program asking for a
donation from the Town.  The town has Kenneth Holmes working with our
crew under the Experience Works Program, he works 18 hours a week and
Experience Works pays his wages.  Last year a $200.00 donation was
given, Chairman Genrich asked if the board would like to continue with
the program and if they would like to donate again?   David Kinsley
commented that the program has benefited the town well and he would
make a motion to approve making the $200.00 donation, seconded by
Helen Dennis, motion carried.

The Wisconsin Municipal Clerks Association is sponsoring full day
training on March 16, 2011 dealing with Liquor Licensing and Election
Laws, the cost is $25.00, Lori would like to attend, Chairman Genrich
made a recommendation that we approve this training.  Motion by Helen
Dennis, seconded by David Kinsley to approve Lori attending the WMCA
training on March 16, 2012, motion carried.

Winter High School Shop class built a Podium for the Town, materials
cost was $35.00.   Two students worked on it and received A’s on the
project.    Chairman Genrich recommended we give $100.00 as a donation
to the School Shop, motion was made by Helen Dennis, seconded by David
Kinsley to make a $100.00 donation to the Winter School Shop, motion
carried.

Disbursements:  Motion by David Kinsley, seconded by Helen Dennis to
approve the disbursements as presented March 14, 2012 in the amount of
$35,039.17, motion carried.

Chairman Genrich opened the floor to the public; there were no
questions or concerns.

Chairman Genrich commented that the town crew has been cleaning house
and things are looking really good.  A question was asked if the town
shop still uses (used oil) for their furnace.  Which they do, it can
be dropped off at the town shop.

Next meeting date was set for April 11, 2012 at 7:00 P.M. which will
also be the Town Annual Meeting.

There being no further business to discuss a motion was made by Helen
Dennis, seconded by David Kinsley to adjourn, motion carried, meeting
