TOWN OF WINTER
MEETING MINUTES    			                                         MARCH
9, 2016

The regular business meeting of the Town of Winter Board of
Supervisors was called to order at 7:00 P.M. by Chairman David
Kinsley.  Present were board members Ronald Barnaby and Terry
Patenaude, clerk treasurer Lori Van Winkle and 8 audience members. 
The Pledge of Allegiance was recited, Chairman Kinsley welcomed
everyone.

Motion by Barnaby, second by Patenaude to approve the agenda as
presented, motion carried.

Chairman Kinsley advised if there were questions to please raise your
hand to be recognized.

Regarding the February meeting minutes, under New Business, Chairman
Kinsley stated he erred regarding the hours on the townsí grader, he
reported 6000 hours and it should be 4000 hours.  The correction was
noted by the clerk.  Audience member Helen Dennis stated also under
New Business, in the discussion of a grader, she addressed Supervisor
Patenaude, you made a comment about downsizing and you were opposed to
buying a grader, Helen asked him to explain his comments, downsizing
in what?   Supervisor Patenaude stated that was when we got rid of the
Champion and then Dave (Chairman Kinsley) corrected him that our plan
was not to down size, but he still was not in favor of purchasing a
grader.  Helen asked then so your comment wasnít regarding 2 town crew
members?  Supervisor Patenaude replied no.  Motion by Barnaby, second
by Patenaude to approve the minutes from February 10, 2016 with
corrections as noted, motion carried.

License / Zoning:   Sawyer County Zoning has asked the Town to review
and approve several changes to their Zoning Ordinances, stating there
are a couple new proposals, some clarification items and general
housekeeping changes.  Discussion took place regarding Trailer Camps
and Campgrounds and the proposed change from 15 units per gross acre
to 10 units per gross acre.  Discussion also took place regarding
Special Events permitting, changing the number of people in attendance
from 500 down to 100. This would affect fishing contests, fireworks
events and various other club events in the area.  It was decided the
Town would notify these various clubs of the changes if they are
approved.  Motion by Kinsley, second by Patenaude to approve the
proposed zoning changes, motion carried.

Approval of variance application for Peter and Kay Hansen.  Mr. Hansen
was in the audience and addressed the board explaining the details of
the construction of a 10 x 16í screen porch on to their existing deck.
 It was understood by the board and there were no objections from
other property owners in the area.  Motion by Barnaby, second by
Patenaude to approve the variance application for Pete and Kay Hansen
for construction of the screen porch on the existing deck, located
within 59í of the ordinary high water mark of Connors Lake, motion
carried.

Highway / Road Report:  Chairman Kinsley stated the roads went from
icy on Friday to muddy on Monday.  

Unfinished Business:  There was none.

Audience member Butch Ladenthin questioned the board regarding their
interest and need of the equipment they have been looking at from
surplus and gave his opinions.  Chairman Kinsley explained we are
upgrading our equipment.  Chairman Kinsley stated there are no
guarantees with surplus equipment, except that they have low hours of
use and prior to a purchase we obtain as much information as possible
about the unit, which typically includes photos and maintenance
records and even if it does require us to invest some money into it,
we are still money ahead as experience has proven we are able to use
the equipment for 10-12 years and then sell it for as much or more
than we paid for it, he added that surplus equipment has worked very
favorably for the town over the years.  Chairman Kinsley also
mentioned that the Town still has approximately 100 miles of gravel
roads to maintain and it is necessary to have two graders at minimum
for that work.   Audience member Helen Dennis stated she travels these
roads every day and agrees two graders are needed for our road work. 
She added that the town has purchased several items from surplus for
years and itís always been good and she has faith in our crew; Dave
Martin is excellent in shopping and finding bargains he always has
been and he knows what to look for and he has a good relationship with
the people at surplus.   Butch Ladenthin responded saying he did not
feel this is a good idea and stated he talked with a few local
contractors, named them and stating these contractors agreed with him.
 He added that heíd like the people to know whatís going on here. 
Chairman Kinsley responded, stating we donít hide anything from the
people that is why it is discussed here at our meetings and recorded
in the minutes.  Supervisor Barnaby added that he certainly supports
the direction the Town is going with their equipment.  Supervisor
Patenaude stated heís learned a lot on this board and said the board
has made good financial decisions on buying equipment and upgrading
equipment and keeping money in getting their workers good equipment to
be reliable to take care of our roads.

New Business:   Dan Pleoger has spoken with Chairman Kinsley about
naming a private road for fire number purposes.  Chairman Kinsley
explained this road begins in Rusk County the Flambeau DNR calls this
Forks road.  A property owner in that area wants to build a cabin and
a section of his property is in Sawyer County in the Town of Winter. 
The county is requesting we approve a name for this private road so
they can assign a fire number.  Since itís been referred to by others
as Forks road, Dan and Chairman Kinsley felt Forks Lane was an
appropriate name because it is not a Town road, itís a private road. 
The board agreed.  Motion by Patenaude, second by Barnaby to name the
private road Forks Lane, motion carried.

Correspondence / Contacts:   A Thank you letter was received from the
Winter Public Library for the support funds provided to the Library. 
Notice was received of a WITC board vacancy and if anyone is
interested, Lori has the paperwork for it.  Chairman Kinsley mentioned
a representative from Pitlik & Wick stopped at the hall with
information, they do blacktopping, chip and crack sealing and wanted
us to know they would be interested.  Chairman Kinsley met with a
gentlemen up on Fishtrap Lake Road just before Grandbouche Road and
approved a driveway permit.  

Approval of Disbursements:  There were no questions regarding the
disbursements, motion by Barnaby second by Patenaude to approve the
disbursements as presented, motion carried.  Check # 17667 through
17691 in the amount of $22,985.89 were approved.  Account balances
2-29-16, General Account $21,826.87, MMA Account $210,041.17, LGIP
Account $282,759.94.

Board Concerns:   There were none.

Chairman Kinsley announced the Annual Meeting will be April 19, 2016. 
The next monthly board meeting will be April 13, 2016.

Motion by Kinsley, second by Patenaude to adjourn, motion carried,
meeting adjourned.
