MEETING MINUTES                                                       
                                  MAY 11, 2016

The regular business meeting of the Town of Winter Board of
Supervisors was called to order at 7:00 P.M. by Chairman David
Kinsley.  Present were board members Ronald Barnaby and Terry
Patenaude, clerk treasurer Lori Van Winkle and 8 audience members. 
The Pledge of Allegiance was recited, Chairman Kinsley welcomed

Motion by Barnaby, second by Patenaude to approve the agenda as
presented, motion carried.

Chairman Kinsley stated if anyone has questions to please raise their
hands to be recognized.

Motion by Patenaude, second by Barnaby to approve the meeting minutes
from April 13, 2016 as presented, motion carried.

License/Zoning:  A zoning change for Vernon Forde was discussed.  He
would like to change the Zone District from R-1 to A-1 for the purpose
of a tree farm at 5907W Lee Road. Lori reported the county had sent
out 10 letters to surrounding property owners, of which there were two
responses with no objections. Chairman Kinsley stated from the past
there was always a concern about the creation of what was referred to
as an island, where you would have all residential zones and then in
one Ag zone in the middle but upon his discussion with county zoning,
there are 3 commercial lots, 6 R-1 lots and 1 Ag lot already in
existence in the area so with that information, a motion was made by
Barnaby, second by Patenaude to approve the Zone District change for
Vernon Forde from R-1 to A-1, motion carried.

A Special Land use permit has been requested by Kevin Renley to
construct a dwelling in an A-1 Zone District.  The board was familiar
with the property and the situation and did not feel there were any
issues, motion by Patenaude, second by Barnaby to approve the Special
Use permit for Kevin Renley, motion carried.

The town received two applications for operator licenses from Reds Big
Bear for Nichol Petit and Bailey Patenaude, both have met all
eligibility requirements and fees have been paid, they are ok to
approve.  Motion by Kinsley, second by Barnaby to approve the two
operator licenses, Supervisor Patenaude abstained, motion carried. 
Chairman Kinsley advised these licenses are valid till the end of June
and both will need to re-apply for the new term.

Highway/Road report:  A list of 2016 road projects was reviewed by the
board; Supervisor Barnaby stated it looks like once again our town
crew will be very busy making a lot of improvements.  Currently work
is being done on Slattery Road, and a turnaround area has been made. 
Old J hill was discussed and agreed it should be a last priority. 
Regarding Crack sealing, Supervisor Patenaude has inspected some roads
and discussed concerns with Dave Martin; he mentioned cracks in Trap N
Fish Road and also Lake Winter Road. Supervisor Patenaude stated both
roads will be spendy to crack seal.  Supervisor Barnaby asked
Supervisor Patenaude if he was proposing routing out the cracks or
just blow and go as there would be a considerable cost difference. 
Supervisor Patenaude stated the blow and go as the cracks are big
enough for that process.  Supervisor Patenaude stated he knew it would
be spendy but suggested spray patching (spray tar in and spray rock on
top of it) held up well in other areas he was aware of with heavy
traffic.  Supervisor Barnaby suggested we get price estimates,
depending upon costs we can determine what process to use and possibly
do fewer roads but do the crack sealing right the first time. 
Chairman Kinsley addressed Supervisor Patenaude stating he had 3
business cards from companies that have stopped by offering their
services and asked Supervisor Patenaude if he would contact them and
work on proposals, Supervisor Patenaude agreed and if needed he would
take them out to inspect the roads. 
Regarding possible blacktopping work for this year, Chairman Kinsley
stated we have already spent our 2016 budgeted funds for blacktopping
carried over from last year.  Tom from Monarch talked to Dave Martin
and informed him that they will be setting up a plant in Thompson pit
again this year because they have work on HWY 27 to do.  Chris Veness
also from Monarch stopped at the shop last week and Dave Martin and
Chris looked at Dobbert Road (a road we missed last year).  They also
looked at Lake Winter Road from the Chalet to the bridge; this is a
heavy traffic area. A couple culverts need to be changed  and rocks
and stumps that are pushing up need to be dug out and straighten out
the hill by Dale Magnusons driveway so the water isn’t running over
the road and then an overlay could be done from the Chalet to the
bridge.  Chairman Kinsley discussed this with Tom from Monarch last
week to get a rough idea of costs, Dobbert Road was approximately
$10,000.00 and Lake Winter Road was approximately $50 to $60,000.00.
The Monarch plant won’t be set up until after September 1st which
would allow us time to work on these roads waiting until after Labor
Day weekend.  Chairman Kinsley asked Tom since Monarch already had our
budgeted dollars for this year from last year’s carry over, would
Monarch be willing to carry us over until the end of April 2017, Tom
said he would look into it and get back to us, as of today, we have
not yet received a response from Tom.  Chairman Kinsley stated he
would like to know how the board feels about this if Tom responds that
they will carry us over.  Dobbert Road was worked on last fall and the
road was shaped and sloped so all water runs to the south and could be
a 16’ mat.  Chairman Kinsley mentioned other roads;  Saggert Road to
Perch Lake Road 6/10 mile possibly new blacktop and from Universal to
Black Dan corner 4/10 mile possibly overlay, Thorsen Road blacktop
4/10 mile is over 20 years old has held up well but there are a lot of
cracks and an overlay would save this road for another 25 years. 
Chairman Kinsley stated his thoughts are, we’ve been budgeting
$150,000.00 a year for blacktop, if all this work could be done under
$150,000.00, and Monarch is willing to carry us over, do we want to
look into doing this.  Supervisor Barnaby agreed with this, stating
oil prices are down and they may not be in the area with a plant for a
few years.  Supervisor Patenaude stated maybe if we contact American
Asphalt too Monarch may come in with a better price too, Chairman
Kinsley stated that is possible, but will they carry us over, that
does mean something too.  Chairman Kinsley stated he is in favor of
going ahead with the projects mentioned if Monarch agrees to carry us,
Supervisors Barnaby and Patenaude both agreed with this.  Chairman
Kinsley stated we will pursue this depending upon the cost coming in
under $150,000.00.

Unfinished Business:  There was none.

New Business:  Regarding changing the monthly meetings to Thursdays,
things have changed and it is no longer necessary to change the
meeting date, meetings will remain on Wednesdays as usual.

Correspondence/ Contacts:   Land use permit requests and responses to
previous zoning actions were provided to the board.

Approval of Disbursements:  There were no questions regarding the
disbursements, motion by Barnaby, second by Patenaude to approve the
disbursements as presented, motion carried.

The next meeting date was set for June 7, 2016 which is a Tuesday.  To
avoid two separate meetings we will meet and adjourn the first meeting
of the board of review as the assessment roll will not be complete
until November.  Our regular monthly business meeting will take place
immediately after.

Chairman Kinsley announced the board will be convening to closed
session Pursuant to WI Statute 19.85 (1) (c) considering employment,
promotion, compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or
exercises responsibility.
He advised the audience that there will be no decisions made during
closed session and the regular meeting will be adjourned after.  If
the audience would like to remain the board will go into the other
room for their closed session.  Audience member Rich Biebl apologized
for arriving late to the meeting but had one item for the board, there
is a crack on West Barber Road about 2’ off the edge of the Blacktop
that runs about 20 feet and is widening and he wanted the board to be
aware of it so it didn’t get worse.  There were no other questions or
comments from the audience, Chairman Kinsley thanked everyone for
attending.  All audience members existed the building.

Motion by Terry Patenaude, second by Ronald Barnaby to enter closed
session, a roll call vote was taken to enter closed session, Patenaude
yes, Barnaby yes, Kinsley yes, motion carried.  The board entered
closed session Pursuant to WI Statute 19.85 (1) (c) discussion took
place.  Motion was made by Ronald Barnaby, second by David Kinsley to
reconvene to open session, a roll call vote was taken to reconvene to
open session, Ronald Barnaby yes, David Kinsley yes, Terry Patenaude
yes, motion carried.

Motion by David Kinsley, second by Ronald Barnaby to adjourn the
meeting, motion carried the meeting was adjourned.
