November 17, 2011 Budget Hearing

TOWN OF WINTER

PUBLIC BUDGET HEARING                                                 
                    NOVEMBER 17, 2011
LEVY APPROVAL  

The annual public budget hearing / levy approval meeting was called to
order by Chairman James Genrich at 7:05 pm.  Proper posting of this
meeting was verified, followed by the Pledge of Allegiance.  Present
were Supervisors David Kinsley and Helen Dennis, clerk Lori Van Winkle
and 6 citizens.

Chairman Genrich asked the audience if there were any questions
related to the budget disbursements or receipts worksheets provided to
please ask them as we review them.

Regarding Disbursements,   A question was asked what the category
“Conservation and Development” at $750.00 is for?  This has been
budgeted for the expenses of the comprehensive planning board.  Board
mileage was questioned in comparison to the previous year.  Chairman
Genrich explained that the figures used on the 2010 budget worksheet
were determined by the previous board, we have not changed any of
their figures for this comparison, however, we do know that the 2010
mileage figure was not accurate.  Our estimated mileage figures are
more realistic based upon the past six months and in the future
whenever feasible, a town vehicle will be used in place of our
personal vehicles.

Regarding the highway equipment outlay budget amount of $241,807.00,
Chairman Genrich explained that we have equipment that needs to be
replaced,  a front end loader will be delivered in December 2011 cost
is $91,000.00 which will be disbursed from this amount.  Our mower
unit is beyond repair; we are pricing them now and one of our Tri Axel
Trucks needs to be replaced and possibly the purchase of a compactor.

Regarding the Solid Waste Unit, in comparison to 2010, our receipts
are up and expenses trimmed down, in review of our figures from the
past six months and anticipated expenses and receipts, our Solid Waste
Unit may be very close to a self sufficient operation, however, we
have budgeted $4000.00 in the event it is needed.

Regarding Health and Human Services, under the cemetery, Chairman
Genrich explained it is increased for 2012 because the cemetery levy
has increased.  A citizen comment was made that there are several
people in the area that mow and it may be more feasible for private
enterprise to take this over.  David Kinsley stated the job is more
than just mowing, it also includes burials and burial record keeping
etc. which the citizen agreed, however, he referenced that Jerome
(Hearts) Martin stated at our board meeting that there was only one
burial last year, so it warrants review.  

Regarding Culture, Recreation and Education, which involves the Senior
Citizens Center, Library, Little League, July Jubilee etc, we have
budgeted for these organizations, however, this board will require
these organizations come before the board and present a financial
statement and explanation of why they need the funds before we will
act on them.  We have seen in the past, some of these organizations
had substantial bank accounts and did not need the Towns
contributions.  

The board proceeded with review of the receipts budget.  Chairman
Genrich stated the state levy amount approved is $328,038.00 which the
town could request an additional $19,834.00, however, it would require
public vote which we have decided against.
Based upon this amount and the # of parcels in the township, the Towns
increase in property taxes should be less than a dollar.
 
 A citizen asked if we have received any flood aid to date and if the
figures on our budget are the 80% share of the aid.  Chairman Genrich
explained that the figures include both 2010 and 2011 flood aid at the
80% amount.  We are just finishing up our 2011 submission and the town
has not received any flood aid to date from the 2010 damages which is
the biggest share of that amount.

A citizen question under Public Works, what is the status of the
Union?  Is the town still under contract with the union and are there
deductions made?  The answer is yes to both questions.  The union
contract was extended to 2013 for health insurance and also included a
wage freeze.  Another question was asked about the cost of the health
insurance and commented it is quite a benefit that no one gets for
free anymore.  Chairman Genrich stated that because it is under
contact at this time it does not warrant further discussion. 

There being no other questions or comments, John Andrews made a motion
to approve the budget levy of $328,038.00 proposed for 2012, seconded
by Warren Johnson, by a show of hands it was unanimous, all were in
favor.  Motion carried.

A motion was made by David Kinsley and seconded by Helen Dennis that
the board approve the voters approval of the 2012 proposed budget levy
in the amount of $328,038.00, motion carried.  Because we need to
close the public hearing first, this motion was rescinded.  A motion
was made by David Kinsley, seconded by Helen Dennis to rescind the
previous motion to approve the levy, motion carried.

A motion was made by Warren Johnson, seconded by John Andrews to close
the public hearing, all in favor, motion carried.

The Town Board of Supervisors reconvened to approve the budget levy
proposed for 2012 as presented.  A motion was made by David Kinsley to
approve the proposed 2012 Budget at presented, seconded by Helen
Dennis, all in favor, motion carried.

Immediately following the budget hearing meeting, a special meeting
was called to order by Chairman Genrich, with one item on the agenda
to approve the disbursements through November 9, 2011.   A motion was
made by Helen Dennis, seconded by David Kinsley to approve the agenda,
all in favor, motion carried.

approve the disbursements as presented through November 9, 2011,  all
in favor, motion carried.

A citizen asked why the Town pays the County dollars for Forest Crop
land.  Chairman Genrich explained that we receive the entire payment
from the state and we are responsible to pay the county their 20%
share, due by November 15th each year.

There being no further business to discuss, a motion was made by David
Kinsley, seconded by Helen Dennis to adjourn the special meeting, all
