TOWN OF WINTER

MEETING MINUTES                                                       
                                SEPTEMBER 12, 2012

A regular monthly meeting of the Town of Winter Board of Supervisors
was called to order by Chairman James Genrich at 7:00 p.m.  Present
were supervisors Helen Dennis and David Kinsley, clerk-treasurer Lori
Van Winkle and 9 citizens.  The Pledge of Allegiance was recited.

Motion by Helen Dennis, second by David Kinsley to approve the agenda,
motion carried.

Motion by David Kinsley, second by Helen Dennis to approve the meeting
minutes from August 8, 2012 and August 10, 2012, motion carried.

License/Zoning:  Motion by Helen Dennis, second by David Kinsley to
approve Richard C. Olsonís request for a rezone application for Carl
Olsonís property of 2.26 acres from A-1 to RR1, motion carried.

Motion by David Kinsley, second by Helen Dennis to approve the renewal
of conditional use permit to operate a gravel pit on Lagoon Road for R
& P Earth and Forest Products, (Randy and Paula Dennis), motion
carried.

Motion by Helen Dennis, second by David Kinsley to approve placement
of a Hazard Warning buoy on Lake of the Pines as requested by The
Connors Lake/Little Papoose/Lake of the Pines Voluntary Lake
Association, motion carried.

Motion by David Kinsley, second by Helen Dennis to approve the
amendments to Sawyer County Telecommunications facilities ordinance
(Section 5 (B) (2) areas where telecommunications facilities may be
allowed or prohibited and Section 9 (H) (1) performance standards). 
Motion carried.

Highway/Road Report:  Chairman Genrich stated our town crew has
installed several culverts in the past week, East Fork Road,
Thornapple, West Lane, Bear and Haystack.  These will qualify under
the 50/50 County Culvert aid; however, we cannot submit them for
reimbursement until January 2013.  The crew has also been busy with
the use of the new roller they built, doing our own blacktop patching
which has been working extremely well and has been a substantial cost
savings over hired contractors doing this work.  Chairman Genrich and
the board stated our town crew workers have been working very hard and
have done an excellent job.  Bud Wagner was in the audience and
expressed thanks and appreciation of the work thatís been done on
their road and also stated what a wonderful job the crew has done on
their road.

Unfinished Business:  There have been numerous problems in the town
with junked vehicles, deteriorated buildings etc that have become a
health and safety hazard.  In an effort to clean up these situations,
under the advice of the WI Towns association and discussion with
Sawyer County,  the town is presenting 3 ordinances;   Public Nuisance
Ordinance, Harmful and Exotic Wild Animal Ordinance and Junked Vehicle
Ordinance.  Lengthy discussion took place regarding these ordinances,
basically they will give the Town more authority to initiate action on
these types of situations and if they cannot be resolved by the Town
they will then be turned over to the County.  Motion by Helen Dennis,
second by James Genrich to approve these ordinances for Public
Nuisance, Harmful and Exotic Wild Animals and Junked Vehicles, David
Kinsley was opposed, motion carried.

New Business:  Chairman Genrich expressed the boards dissatisfaction
with the current accounting software program used for the town.  It is
outdated and technical support is none, which leaves us at a real
disadvantage.  We are updating the system and will need to transfer
$15,000.00 from Highway Equipment Outlay to Clerk/Treasurer operating
expense for the purchase of the Workhorse Municipal Accounting
Software.  This includes the cost of the software, 28 hours of
training and technical support/maintenance.
David Kinsley asked what the balance left in the Highway Equipment
Outlay will be after this transfer, Chairman Genrich responded with
$26,635.00.  Motion by David Kinsley, second by Helen Dennis to
approve the transfer of funds from Highway Equipment Outlay to
Clerk/Treasurer operating expense, motion carried.

The town advertised in our local paper for the work needed at the town
hall to replace the 5 windows.  There were no local responses for the
work.  We did receive two calls from southern Wisconsin, who thought
we were doing an old building restoration.  Since we had no responses
locally, the windows were ordered direct from Weather Shield and
Little Joes Construction who works with Weathershield;  provided us an
estimate to remove the old and install to code 5 new double pane vinyl
windows in the town hall office.  Total cost with windows and labor
will be $2860.00.  Motion by Helen Dennis, second by David Kinsley, to
approve Little Joes proposal of $2860.00, motion carried.

Correspondence/Contacts:  A few weeks ago Nancy Meyer stopped in the
town hall inquiring about their camper.  She stated that her husband
had taken a bad fall at work from a schoffoling and injured himself
quite badly and required surgery.  He cannot bear any weight on his
leg for several months and as a result will not be able to remove
their camper on Lagoon Road by the required time.  She asked if the
town would be willing to allow them to leave their camper over the
winter season.  They have provided a letter from his doctor at Mayo
Clinic.  There was lengthy discussion related to this and it was
decided the board will allow this 1 time exemption only and a letter
will be sent to the Meyers indicating the same and they will be
required to remove the camper by the normal time in December 2013.
Motion by David Kinsley, second by James Genrich to allow this one
time exemption, Helen Dennis was opposed, motion carried.

Notice was received from Sawyer County/LCO Prevention Programming
Coalition regarding a dinner meeting that will be held on Tuesday
September 25, 2012 at Famous Daveís.  This will be a networking
meeting related to alcohol policy and liquor licensing and ways to
create a safe and healthy environment here in our area.  The meeting
will run from 5:00 to 8:00 p.m.  It is open to board members.

Approval of Disbursements:  Motion by David Kinsley, second by Helen
Dennis to approve the disbursements as presented, motion carried. 
Check # 15396 through 15432 in the amount of $38,028.18. Account
balances as of August 31, 2012 Ė General Checking $29,130.82,  MMA
Savings Account $52,378.11,  LGIP Machinery Acct $4,882.94,  LGIP
General Acct $157,244.11,  Grand Total $243,635.98.

County Supervisor William Voight provided a schedule of County Budget
meetings for the public in the event anyone would like to attend.

There being no further business to discuss, motion by Helen Dennis,
